I was building a very minimal oil setup to get some cliff explosives going, and I accidentally built a setup that mixes fluids. I placed a refinery and chemical plant two units away from each other and connected pipes before setting up the recipes. The pipes therefore connect to any in/output of the two entities.

There is some initial setup stuff before you get electric set up that is kinda weird, I usually use burner miners into chests and then manually plunk the ore into stone furnaces to make plates.
