Here's what I found out: you can't use the repulsion cannon on the Seamoth. It will not move. However you can use the repulsion cannon to move things which will move the Seamoth. Once you are up there and get into the seamoth, it should obey laws of physics again. Probably not worth the hassle unless you have already saved.
