Place it a bit closer to the ground than the rainbow crystal. The Crystal Staff is generally better unless you are doing an event thing where there will be a lot of small enemies like a moon event, martians, or the new thing where the portal is better. To fill the slot I would like to suggest turning the Rainbow Crystal Staff into a minion weapon.
