You are missing 1 500 c condenser turbine I think. Unless I'm wrong, but that should still pull about 6gw+. Which means the issue is piping. The water from condenser is sharing their pipe with 2 big turbines which isnt good as each of them can output 800/s (x3). I have tried lifting up and putting down the turbines by hand when they have stopped and they end up running for a few cycles before stopping. The number of cycles before stalling is indeterminate.
