It's important for Paladin because a too fast or too slow gcd speed will make PLD rotation a bit wonky, since OGCDs come off cooldown at weird places. At a comfy SkS level, the rotation between spells and physical phase feels very natural. It's not huge, but it's very noticeable, at least for me. Skill speed affects your cooldown between attacks.
