Personally I'd pick demonic over rylais becoz the passive damage is pretty significant as it has no cooldown and also makes you a bit beefier in fights. I've tried rylais and it's really a hit or a miss. If they made rocket belt apply rylais passive I think it would be a pretty decent item for locking down enemies though.
