MS/ping is never a decision for me i dont experience any difference from East Coast to West Coast. Depends on how extreme the timezone difference is I'd say. In my experience, most people raid at 8PM ET regardless of which timezone the server is in as long as it's a North American realm. I would definitely say yes.
